Stock 95 VX failed emissions, Please help #'s inside....

I have 2 weeks left to get my $hit together for an emissions retest.
My first time ever so I don't know what all the numbers mean.
Failed 3 out of 6 and gas cap passed
25/25 test
HC ppm -------------reading-> 325 ------------allowed-> 167 FAILED
<FONT COLOR="red">CO % ----------------------> .11 --------------------> .94 PASS</FONT>
NOxPPM ------------------> 1155 -------------------> 1240 PASS
RPM -----------------------> 1790 -------------------> 3000MAX

HC ppm ------------------> 217 ---------------------> 173 FAIL

The guys at the hole in the wall shop wanted $65 just to diagnose the problem. Can someone tell me if this looks like a bad catalytic converter / 02 sensor? The car has a 5zigen axle back that was on the car when I traded for it.
I am willing to give the $200 axle back to the person who helps me pass emissions here in Atlanta
I believe it's a 3" tip and not too loud and raspy like most exhausts

Went to the DMV today to get title in my name.
Emissions not due until May 06 ....she gave me a break
Still would like to take my retest within 2 weeks because the hatch will be good until May 2007 then. By then it will be K20 powered
Looking to borrow an OEM cat-back / 02 sensor and anything else to pass emissions. In return you can have my 5 zigen axle back (Just leave me your OEM axle back)

the VX relies heavily on the O2 sensor. Even a semi faulty one will fail emissions like this.
Pick up a new NGK L1H1 plug it in and you should be good to go, even with a cat-back. (a good tune up is a good idea also)
