Default Gauge(s), FUEL Light!

My gauge that reads how much gasoline you have in your car does not work...well sometimes it does! For most of the time, the needle stays at FULL when it should probably be somewhere beside FULL (Because I drive often and I know that I have wasted gas) However when I am driving in the highway at times it will work and by that I mean the needle will move from the FULL position. Does anyone know possibly what is happening with the gauge (and/or wiring)? The floater has been changed and it does work. Even when I finished all of the gas from the car it did not mark the fuel light. Please give me some needed help because I don't want to get STUCK on the side of the freeway.........AGAIN....!

P.S. Can it possibly be the wiring to the ECU?

use a multimeter at the wires coming from the tank, if checks out ok, then there must be a problem between cluster and tank in the wiring somewhere, maybe grounding out?
