Default Oil in the Intake manifold .,.,.,.,HELP

I pulled my intake manifold off yesterday to install a NOS plate system and noticed that I had oil in my #1 primary runners and a little in the #4. I looked into the head a saw that the valves on the far outside of the head in both #1 and #4 cyl. the valves had quite a bit of build-up on them, sorta of like a sludge caked on them. Taking the manifold apart there was a film of fresh oil on the back part towards the firewall. I just completely rebuilt the motor top to bottom and have maybe a total of 3000 miles on it. I am running 10W30 and going to be switiching back to 5W30 and the car has a total of 66,000 miles on it. I was also 1 quart low at 2000 miles.
So the question is where is this oil coming from. Want to fix it before I reinstall everthing so I can have easier access to all the little pieces. I am wondering if the PCV valve is cause of this mess. HELP>>>
