Default jumper harnes?

hi all. i am doing a 96 integar b18c1 swap on a 94 del sol ( d16z6) and i have heard talk of the ODB2 being an issue. now i come from the mitsubishi world where this is not an issue. so what are the differences and what do i need to make this work ?

i also came across this statement

"If you use a jumper harness, it is very difficult to get the ECM to fit back in it's original location. Also, unless you feel like changing things back at inspection time, it's going to be impossible to pass in some areas."

meaning what ? that it wont pass emission inspection ? i know last year they did plug my car into a computer adn i had "covered up " a check engine light. they said i failed right away cause of no engine light . so this statement has me a little worried. any input?
