wheel locks/lug nuts?

can someone explain to me how wheel locks work? Do they go over lugnuts or are lugnuts a certain type of wheel lock. I know its kind of a dumb question, but i have not clue whats the difference. thanks.

they are lugnuts that require a specially shaped socket to remove.
