Default b20b longblock or ls/vtec build?

What do you think is the better of the 2? I know about the b20z but the budget isnt going for that. I can either get a b20b long block and come back later change the head to a b16 head, or gsr, or build up an ls bottom end, with pistons, gsr head, intake, TB, and chipped p28. which do you think will yield a better motor?
