Default What should I offer?

Help a brotha out. Heres the gist. Its a 92 CX with VX wheels, d15b7 head on the stock block, heres the rest of what he posted:

Sparco Sprints
C-Pillar bar
2 Strut tower bars, front and rear
2 tie bars front and rear, (under the car)
Polished short ram intake and filter
OBX racing header
FULL exhaust, not sure what size
Tach, because the cx did not come standard
OBX seat brackets
Honda VX wheels light as hell
New headlights, cornerlights, and bulbs
Dx intake with gsr throttlebody

basiaclly, a cheap *** done peice of poop

Its frost white with 90,000 miles, slight rust in both rear quarter's. He's asking an insane $2,800 obo. KBB has it at about $1,600 and Edmunds has it at about $1,300 both in "clean" condition. Im going to look at it tonight with cash in hand. What should I offer?

BTW: ANY mods he has done, don't do **** for me on the price. A benson built B16T is going in. Even the sprint seats will be sold. My fat *** can't fit in those bucket craps

Sooooo what should I throw down? I was thinking about $1,800 - $2,000

Hatchbacks are high-demand vehicles and often fetch much more than book value because of this. The only real deterring factor is the rust. I'd pay no more than $2200 for it.

Tell him to take the seats out and offer him $1500. If he doesn't take it look for another one.
