The DOHC OBD0 non vtec ZC engine is going to be one of the quickest swaps for something simple. Requires not extra parts.

The other DOHC swaps are going to require more parts = more money. The Integra B18a or even the B16a are very good swaps, however they are going to require you to get the trans, engine mounts, axles, shift linkage were the ZC drops right in.
Any of the swaps are pretty easy with the correct list of parts to get though.

----You just answered your own question

Fast and cheap = Keep the stock 1.6 and build a homemadeturbo kit,,run turboedit and have fun,,But if you must swap in a dohc motor then the 88-91 dohc zc motor is for you..Cheap and bolts in ..Isnt very strong but its a fun motor..

You can build a budget turbo kit and run 5-7 psi safely on stock engine with very little money invested. As far as swaps i have a dohc zc and it very straight forward simple swap. I also have a friend with a stock si blaock and head with dohc zc rods and pistons(11.5-1 compression) in a 92 cx hatch and it runs great lots of torque. There are lots of options it just depends what level of dificulty you want .
