Should my friend make this choice?

hi, my friend has a 95 gsr motor goign to sell and buy a ITR. Is it worth it to buy the ITR or just build the GSR motor. I think he has a skunk2 manifold.

with the money he would be spending on buying a type r he could easily spend that extra cash to make the gsr faster

whta kinda mod do you think will make a good combo, all he has right now is a skunk 2 manifold
