Default will cel code 1 and 7 prevent vtec to kick in?

cel code 1= Oxygen Sensor "A" (Primary) defective circuit or unplugged / defective sensor

cel code 7= TP Sensor (Throttle Position) defective circuit or unplugged / defective sensor

would these codes prevent vtec to kick in?

ever since i fnished my swap about 2 weeks ago i have never had vtec...and these are the only codes my motor is throwing.

ive searched and tried troubleshooting y its not kicking in...but still no luck.

97 jdm itr swap in a 96 ek with EX harness
