alright Koni yellows might be it. What would be a good combination with these shocks, like as in springs/struts and the whole deal?
right now he has the tein springs
right now he has the tein springs
Ground control makes the best coil-overs, and they are the only ones that have special coil-overs to fit Koni shocks (no other brand works). Everything has lifetime warranty to original customer, and those two companies have the best customer service in the buisness.
If he's going 2" or lower, he should buy a pair of ground control upper mounts, or research the "shock fork mod"...
FYI: Ek's don't have struts, they have shocks. Only 2001+ civics have struts on the front...

best shocks Koni Yellows....best option for that $1000 is completely different since for $1000 you can get a good set of coilovers, Buddy Club Racing-Spec, Tien Flex/SS, Koni Yellow shocks with custom rate Ground-Control coilover springs...lots of options.
or, for $1000 he can get Koni Yellows ($460 shipped) with Ground-Control (GC) coilover custom rate springs ($339+shipping) and still have enough for a 22mm Integra or Civic Type R rear sway bar, but a subframe reinforcement kit would be needed and would push the budget to about $1100 total.
plenty of options available, but best shocks only for general use is Koni Yellows and the only thing within $1000 or less that will offer great performance.

For the price they are very hard to beat.

Those are all completely different things. Shocks and stuts are both types of dampers (they dampen the spring motion) and look similar, but are slightly different in their application. As said before, 2001+ civics have struts, earlier has shocks.
Sway bars should be used to tune the suspension, and added after you've got a good setup (shock / springs) already. Strut [tower] bars are a brace that goes from one shock mounting to the other, but really don't have too much effect on handling. All those other bars realy don't do anything at all.
EDIT: any you can't beat Konis. I'd run them with stock springs for a while, and if that's not good enough, upgrade to Eibach springs or GC coilovers.

Koni Yellow + Tein S tech is a complete waste of the Yellows. Tein S-tech has incredibly soft rates and dosen't even require Tokico illuminas. KYB GR-2 would work with those soft Teins. Most people go yellows to use with stiff suspension like custom rate ground-control.

I wouldn't go as far as saying that. Koni's with stock shocks would be a great improvement over stock or replacement shocks. There are lots of people in stock class autocross that use Konis with stock springs. They can lower it a bit and the adjustability improves handling.
Plus if he goes that way he can buy the shocks now, then later upgrade to coilovers without having to get new shocks. I ran Koni yellows with pro-kit springs for about a year and loved the setup. I recenlty bought GC's and the konis are still going strong.
If I was this guy and had $1000 burning a hole in my pocket I'd drop it on Koni/GC's.

custom rate GC $339+shipping from ground-control.com (road race) gives you the choice of rates or call them.
$460 shipped for yellows from the marketplace section of this forum. total price around $800-$820 for both.

Motons for a DC2/EG is about $5790 for double adjustable, $6400 for triple and about $10,100 for four-way adjustable damper sets. Then you have to buy the springs!
but, it'd be the best $5k+ you'd spend on your car short of safety and seat and track time in my opinion.
