97 EX, injectors not pulsing, PMGFI relay good

customers last engine threw a rod right off the crank and out of the engine during normal freeway cruise, i havent disassembled yet. looking like fuel issue now.
rebuilt a motor for it, good compression, good leakdown, good spark, good timing, will not run.
no clicking from injectors with stethoscope. no fuel mist coming out spark plug holes when cranked, all injectors (on new motor and old) measure 10-12 ohms, fuel pump definately working, pressure at filter connection. PGMFI relay tested good via helms runup, no check engine lights, CEL does come on for 2 second with initial key turn (helms suggests ecu good because of this.) grounds attatched, but im going to double check that and try another (unknown) ecu.
running out of options, so if you have ANY even remote suggestions for what will cause lack of injector pulses please throw them out there. anything.
