have you heard of/ tried this? cutting outer rim off wheel and welding on add'l material?
I've heard of this done in the vw camp.....
Is this something people who actually race on their wheels do?
It would be a very easy way for us to get the widths (9", 10", etc) that we need without much hassle... if it is indeed "safe" for racing on.....

A very long time ago this was indeed one method used by NASCAR teams. They were also known to double the center spider in some way. This is not the safest thing to try unless you have a machine shop and the welding skills. For that matter it is safer/cheaper to have Daimond or Aero custom make them.
if you do it witht he steelie wheels (ie the wheels that come with hubcaps from honda). Im pretty sure you need 8 wheels to make a set, it seems like it is easy to do becuase of the construction of those wheels. HTi is all second hand info though, i have never done it.
It was common to do this with steel wheels, years ago. I believe they would mount the wheel in a lathe, to cut it in half, and then weld in 1 1/2" or so. This would widen the rim to the maximum allowed.

There was a shop i saw while cruising the inter web that would do this to Aluminum wheels... I've tried to find that link ever since.... Its out there though.
They actually widend any wheel you would bring in one inch and they did it in the middle of the wheel.
