you can't "bump" it up..

your compression test is low because of worn components / headgasket problems.

your thinking of compression ratio of the engine, which is an entirely different thing.

do a leakdown, figure out just what is causing the low compression, and rebuild that part of the engine.

You can try adjusting your valves first. If they are too tight, the effective compression will be lowered.
