how do you fix it so it would work?

it doesnt move...the other owner said when going down a hill it would make the temp guage go colder, yet i havent had it work since i brought it home yestarday...

I'd say the sending unit, but it's hard telling if it was like that when you bought it, the previos owner may have opened up the gauge cluster and inadvertantly messed up the temp gauge.... not cheap to replace the gauge, so i'd look at the sending unit first.
