What if shocks are over damped?

What happens when shocks/struts are overdamped for a particular spring?

Fairly rough ride.

Also the tire can loose contact with the road on rough pavement.

That is how people adjust their cars to oversteer with shock tuning. If you overdamp the rear end, it will break loose much easier...
