Go ahead and post some pics.
The PS system on 4th gen is pretty simple as far as leaks. Check for foamed fluid at the PS reservoir and check the small rubber hoses. Also, look at the underside of your hood (directly above the pump) for PS fluid being flung up by the pump belt. If you see fluid at either place, then most likely its the PS pump seal that's failed and the pump is sucking in air.
If the problem isn't at the reservoir or pump, its most likely the feed hose that goes from the pump to the rack, or the rack itself.
Go ahead and post some pics.

Pump area looks ok. Take off that lower splash shield to get a better look at whats going on. There's a couple rubber PS hoses in that area. Maybe items 20 &17.

Also, your PS fluid in the reservoir looks reddish in the pic. You should make sure you have honda fuid in there.
