Default Plagued by severe whining noise

Last week I first noticed this rather loud 'whining noise' if you will, its restricted to when im barely on the accelerator, cruising in any gear. Upon clutching in or pushing the accelerator to get the rpms up, the whining noise decreases greatly, if not to say ceases completley. Is there a good posibility this is merely a clutch issue ?

The belts all look fine at first glance, the idle has been fine, so too has been the performance. Also, all required maintenance has been taken care of, and she's got around 38xxx on the odo. Any ideas would be greatly appreciated.
