Lowering will effect the turning dynamics of the bike. So if you're big on handling, or turning your bike as efficiently as possible, it's a bad idea. Do a search on google for lowering a motorcycle.

Right to some extent...wrong in other aspects...if the front and rear are lowered an equal amount that does not change the rate of movement on the rear spring and front forks....you won't be able to get as low...but most riders on the street will not be able to tell a difference.
THe key is to just be comfortable on your bike....if you can't flat foot thats not too big of a deal...but if you can barely tip toe one foot, lower it. Other than that, if it doesen't have to be done, don't do it.

The big question here is : why?
Lowering for a purpose (drag racing) or just for looks?
Just remember lowered bikes look real cool until they're pukin oil from a busted oil pan.
If this is a street bike then lowering has its' hazards.
