Clutch Catching Adjustment?
Your hydraulic clutch is self-adjusting. You can only make small adjustments to the push-rod from the pedal into the master cylinder.
But when the clutch wears out (thin) it runs out of adjustment range. Then the engagement point moves up higher. Pretty soon it'll start slipping.

All you said is it engages very high. You didn't say it was a new clutch...
There should be a lock-nut & threaded bracket of some kind where the clutch pedal pushes the MC shaft. Mine was like that, I don't know if '99 is any different. Take a look & see what's down there under the pedal.
It's intended for properly adjusting the pedal height & free play. To do that, you measure from the pedal to the floor. The repair manual would have all the detals. You can go up or down a little from where it's supposed to be, but it sounds like yours isn't 'correctly' adjusted to begin with.
If you go too far away from where it's supposed to be, clutch operation (self-adjusting) can get wierd.
