TRANSLATION FROM THE OFFICIAL JDM WEBSITE...

Large-sized automobile license (first class) or the arms and legs (the hand and foot) being inconvenient it is the person who has been attached condition on particular license in the reason with the person who automobile license (first class) is received normally.
It was enacted (by the part amendment of road traffic method.)

Anyway, I posted above the summary of each.
