Default burnt valves?92 DA

I just changed the Head gasket in my daily driver (92 DA) and while the head was off i noticed all my exhaust valves were white, does this mean it is burning Rich?, and I have been getting shitty gas milage (20-25mpg), so I'm thinking there is a Timing issue,
Also after we got it back together it runs shittier than before (ei. rough idle no power) i checked the timing and the ignition timing is good but the cams are off, the intake cam is good but the exhaust is retarded, when we put everything together we double checked the timing and it was good? weird, I would appreciate any advice! Thank you!
Ps. I changed the gasket cause i had low commpression (#1cyl=190 #2=135#3=125#4=185) I know they're supposed to be within 5psi of each other so it's prolly a valve issue

Bump, I got it running better the timing was off, still curious about those valves though.....
