Default Tail and Gauge Cluster Lights Not Working

My sister's 95 EX 2DR is having a problem with her taillights and gauge cluster lights not working all the time. My dad double-checked the fuse under the dash and that’s not the problem. To get them to work again you have to turn on and off the lights switch and or wiggle it until they come on again.

What could be the problem?
Thanks
Let me know if you need more info.

Are the switches replaceable?
How does one go about testing and replacing the switch?

Could be a short thats tapping against metal. I had a short in my taillight wiring and they would only work like 30% of the time.

I hope not.
That would be a pain in the *** to find. Probally cheaper to fix though.

Sounds like it's just the switch in the left arm on the steering wheel. I would just replace it. Take off the steering wheel and it's pretty straight foward what to remove from there.
