Open the choke.

Don't open the throttle while it's warming up.

How cold is cold?

I'm pretty sure the EX250 has a choke. Something to enrich the fuel mixture, since it's carb'd.

Yeah with small Kawasakis that choke can do wonders. Have it all the way down when start up then move it forward when the rpms pick up.

Turn the choke off before you ride, after the engine has warmed up.

I think most 250's have the crappies choke adjustment or Carbs I rember I took the MSF class and it was like low 60 maybe 50's in the morn and it took forever to warm the bike up and the chokes where so nasty. After that expierence decided FI is the way to go.
