Will a ZC DOHC head bolt onto a D15b7 Block

what the expletive are you serious??? There is no logic behind that swap besides to say that he did it. What a waste of time, money, and effort. Dude to make this easy just buy the comlete DOHC ZC setup or better yet just get a B16 or something. The DOHC ZC's are only a couple hundred and a B16 is barely over a 1000 bucks complete.
