Bad thermostat????

Bad thermostat????
Put in a new radiator (91 civic w/ b16), the engine will run and run and run.....but seems to stay in open loop.
1) The fan does not kick on.
2) The lower radiator hose is rather cool, while the upper hose is hot.....but feels empty.
The car does not overheat, the new radiator is a little bigger than the o.e. one. I have driven it, but have not taken it into vtec yet due to fear of messing something up.
Any help or insight would be greatly appreciated.

Yeah.
Your thermostat is open all the time. Change it and you will not longer have problems. And make sure you dont have air in the system.
