Brake Master Cylinder Question

Brake Master Cylinder Question
Here is what I bought from ebay.
Is the piston supposed to be sticking out of the end? Or do I release it by taking out the ring? Is this busted, or missing something?
I don't want to be taking off/replacing the MC on my daily driver if this new unit is busted.

well i just replaced my MC and the new one was sticking out, and so was the old one i took off my car.. looks like you got scammed. sorry.
