We swapped this into a 1998 Acura CL 2.3 5MT. The engine is from a '97 Prelude. We had some wiring issues so we ended up buying a H22A4 engine harness and moving the pins to match the CL's mid-harness. Compression is: 215, 210, 210, 215 psi. Cam timing is good.
Problem: The car is HORRIBLY SLOW!!!! When VTEC engages it BOGS! It has an OBD-II/OBD-I harness adapter and a 96 JDM Spoon Chipped H22A ECU. It's getting a code for the knock sensor and O2S. We did some looking around and apparently the knock sensor changed in the H22 when they brought it over to OBD-II. The knock sensor we need is in the 92-93 B17 Integra's and the 94-01 Integra's. So that shouldn't be a problem finding one.

We've tried his F23 ECU it's not much different. He also have a '97 ECU, but it has an imobilizer so it's useless. I beat him with a borrowed '98 Integra LS ATX by about 10 cars. His car is pathetic. Any help would be appreciated.

Also tried a '95 H22A2 ECU with no better results.

Ok let me try and help you. First of all if your getting codes for knock sensor and O2 the ECU is most likely set in limp mode because of these sensors and would make th car run like a pig. The best thing/cheapest, is to get a chipped ecu and tune the car using uberdata/crome and a wideband. I had similar issues putting a h22A4 motor in my buddies integra. We couldn't get the car to run right until I tuned it using crome, no stock ECU would run the car even decently.

Hmm... Well right now we should be getting an '01 GSR ECU and hopefully that will help us out a little.
