My car is a theft recovery and the steering column ignition is cracked, is there away to just get the part the key goes into and have it re-keyed by a locksmith???

of course thats possible. Problem is, if the thieves busted the lock in the steering column you'll have to replace that too...since they do it forcfully it bends the whole column...you should see my steering column

 

Did you ever get a quote on price? im sure the lock is broke but the column looks alright .....are you saying i have to replace the whole steering column?
