At WOT the TB is completely open, no restriction, so it has to be 0. Unless you're cable is set wrong.

If he's seeing negative pressure at WOT he could have a dirty *** air filter in there. But that's a serious *** restriction though to be reading 15".

you need to check your gauge with a controlled vaccum source. i do not think your gauge is correct. i haven't seen a honda ever idle above 25 inches of vaccum. most mechanics will agree that a standard gasoline engine should have around 18 to 22 inches of vaccum. you can also measure the vaccum measured by your map sensor by using your multimeter.
