Default How to properly fix a paint chip?

Hey guys I am looking for some help. I figured this was tech not apperance and cosmetic since im not posting pics. Anyway feel free to move it if its in the wrong place.

Anyway I have a chip on my tunk lid Im looking to repair. It is about half the size of a penny and has slight rust underneath. I have a lot of touch up paint. Its good stuff not like those pens or anything. A body shop gave me 4 oz after they repaired my car from an insurance claim. (trunk wasnt included lol).

Now how should i go about doing this?

Just paint right over what I have?
Put some naval jelly on the rust, then touch it up?
Try and flake off any loose paint then naval jelly and touch up? (i dont want to make a little chip any bigger since touch up looks like crap anyway)

The paint I have in the jar is b95-p if it makes a difference. (Electron Blue Pearle).

The paint has been sitting for a month maybe. Does it "settle"? Should I shake it like crazy? Stir? Leave as is?

Thanks a lot for the help I really appreciate it!

Do yourself a favour and make sure you absolutly get rid of all the rust that is there. I use to use a mini sand blaster. If you don't you will be back at it in less then a year.

In the article he recommended 1500grit wet/dry sand paper and if your new to wetsanding to use 2000 or 2500 grit. I have never wetsanded so i went all over trying to find 2000 or 2500. I never found it. Everywhere I went had the 1500 though (pep boys, autozone, autobarn, ACE hardware ect.. Home depot didnt have it though) I just made sure to be real careful with the 1500 and it went fine. It costs like a dollar a sheet. I only used like a quarter of a sheet for this little spot but i bought 3 just incase. Also after you sand i used meguirs scratch x and then meguirs wax and it came back to a real nice bright finish. I was scared as hell when it was all dull and scratched lol.

**EDIT** I found 2000 grit at autozone

OK i got some pics. It looks better in person but you can see where there was a m&m/skittle size chip.

It looks 1000x better then it did with a huge orange rust spot. Not perfect but not bad for my firt time doing any sort of paint work. Its hard to see on the car unless your looking for it.

well i did two applications of building it up then sanding it down but the second time it took a bit more work to get it shiny again. im scared if i do it again it will stay dull and not come back to a shine.
