Sedan or coupe?
On the coupe models you have to remove the rear cargo trim panel, then unbolt that metal piece below the taillights to access the clips along the top edge of the bumper.
Then remove the 2 bolts on the underside and the screw in each wheel well. Also you have to remove the mudguards if you have them.
The sedan does not have a separate metal piece below the taillights, so you probably have to remove the taillights to get to all the clips.

WTF? I cannot believe all the false info, and crap that people say here. There should be a madatory test before one can give advice on anything.

And looking at the write up, there seems to be some missing steps. The holes you see in the top tab of the rear bumper (in the last pic) are for screws.
On my 92 Integra, you had to remove the taillights to gain access to them. I used a 10" extension with a 1/4" nut driver with phillips attachment to reach them (magnetized will be helpful). Hope that helps.
