Man I hope my bulbs last a long time. The helms manual sayes to remove the inner fender, that's right. Remove the wheel and remove the inner fender (the part under the fender and around the tire) including mud guard, if there is one. Then turn the bulb socket 45 degrees counterclockwise.
Sorry, and have fun.

Page 228 of the owner's manual for the 2005 Honda Accord states that, to replace a low beam headlight, a flat-tipped screwdriver should be used to remove the two holding clips from the inner fender and then the inner fender cover should be pulled away from the fender and bumper to access the Low Beam Headlight. I am confident I can remove and replace the low beam bulb on the driver's side, if I can remove the holding clips. I tried to pry one, and it broke. I tried unscrewing another by inserting a screwdriver in the slot, but, after 15 minutes of turning, the clip remained in place. Do I need a special tool to remove the clip? What am I doing wrong? Thanks. Have a great day.

Just a regular flat head screwdriver is used. As shown in the owner's manual, pry the middle part of the clip so that it is no longer flush with the rest of the head of the clip. (If the middle part of the clip head is flush, the plastic (wings) spreads wider on the other side of the clip; conversely, with the middle no longer flush with the rest of the head of the clip, it is narrower so that it can be pulled out.) Now pull or pry the clip out by the sides of the clip.

Thank you very much for the advice, RedBull-1. I will try to remove the clips using your instructions. I do have some related questions. There are at least 11 clips holding the driver's side inner fender cover, and no two of these seem to be positioned exactly as shown in the illustration. Which two clips do I remove to access the low beam bulb? When the clips are removed, do I just peel back the inner fender cover enough to access the bulb? After the bulb is replaced, will I be able to re-insert the clips I removed or should I purchase new clips before removing the old ones? Thank you again. I really appreciate your help. Have a great day.

Remove the 2 clips at the locations I circled in red as shown in this attached image. Then you peel back the inner fender enough just to access the headlight bulb. You can re-use the clips if they are not damaged.

You mentioned you broke a clip in your first post, replace that one.
