I have never tried molding urethane, because I am pretty sure it is a vacuum molding process. But repairs are easy. Grab a "urethane bumper repair kit" at NAPA, most of them sell it. It consists of two tubes to be mixed 50/50 which can then be treated like Bondo. It's how I molded an IROC air dam onto my '79 Camaro.
Your best bet would be to find another chunk of urethane from an old bumper, cut it to size, sand it with some 80 grit paper, use the adhesion promoter (if the product you're using has one) and then use some sort of 2 part epoxy or bonding agent. Your local auto body supply store should carry either 3m, duramix, fusor, or kent products. Tubes of this aren't cheap, usually around 40+ dollars a tube and about a dollar for each mixing tip. Hopefully they will have the 2-part gun available for rental. After you get the patch bonded on use some flexible glazing putty, sand to contour, prime, etc.
If you have any more questions feel free to shoot me a PM.

Yah that's what I was thinking. I was going get a scrap teg front bumper and trim it at the bumper line so i have the basic contour. then mold it to the bottom of the itr lip and mount a front splitter.
