no CEL when timing plug is jumped, wtf? (already did a search)

Default no CEL when timing plug is jumped, wtf? (already did a search)

should the CEL ALWAYS come on when the blue timing plug is jumped?

initially checked timing...15deg. btdc (pointless because it was still warming up)
jumped the connecter...engine at operating temp - retested at 10deg. (where it should be)
but no matter how much i fiddled with that plug, the damn CEL would never light up.

any reasons why it wouldn't come on? what did daddy do wrong?
