Default Bought new rear wheel bearing\hub assemblies- Possible problem?

Got these assemblies off of EBAY, they are Koyo, supposed to be for a teg(non-ABS), they are 4X100 and fit the teg brake disks I have.

Problem, when I put them on the spindles, there is free play between the spindle shaft and the inner bearing races, something tells me that this is not right.

Is this the way it should be or am I right and they arent supposed to be like that?

Took 2 and 1/2 frickin weeks to get them and not looking forward to returning them and waiting on a new set.

Suppose I could sleeve them somehow to fit right.........
