Ok, I checked the wires around his vtec selenoid and everything looks good. This car was a theft recovery from a friend of mine. The guy didn't really know much about it, nor any other honda car. When the gsr was stolen, the only thing that was missing on it was the ecu and a couple of interior parts. Everything else is stock. The guy at my work siad that he had gotten a p72 ecu from somewere, he really wasn't specific. He also siad it was a "reworked p72". Now, I don't know if he meant it was chipped or if the ecu was bad to begin with and it was fixed, he doesn't know either. I looked at the ecu and it is indeed a p72. On the ecu there is a sticker that says "rebuilt by an independant rebuilder", then the date. The only thing I can think of right now is that the ecu is bad, or it was wired up wrong. Any other opinions?

I haven't taken the tape off the wiring yet but it does look like it might have been done underneath the tape. I will check under the tape tomarrow and see if it is wired up correctly. About it being obd2, I don't know if there is anything on the ecu that would indicate it being obd1 and obd2.

well, the cel 91 went away. We took all the tape off the wiring by the ecu and could see it was obviously rewired. Would it make a differnce if he had a obd2b ecu rather than a obd2a? I have been trying to get a hold of someone who has another gsr ecu, just can't get one at the moment. Still stuck with cel 22.
