Default fouling my spark plugs!!

Im confused about how my car is running right now. Im the one with the DOHC ZC engine in a crx. The motor isnt in time, but its close. It will never hit rev limiter, and im fouling spark plugs especially #1 cylinder plug. Im getting code 9 on my 89 integra ECU, and that is the #1 cylinder position sensor. The exhuast smells like unburnt gas but i dont know how to fix it, maybe its because of the timing. What exactly does the #1 cylinder position sensor do exactly? Whenever I hooked up the timing light to it, the engine is firing a little after TDC. Maybe thats why im running really rich, but im not sure. It could be so many things. What kind of spark plugs do you recommend for the ZC?

code 9 on DOHC ZC usually means your camshaft timing is not correct - the exhaust cam is off by one or more teeth - fix that and most of your problem will go away - the Cylinder Position Sensor detects the position of no. 1 cylinder for sequential firing of the fuel injection at the proper time
