Default ITBs are they worth it?

I have a friend with a B16A in his 1995 EG CX. The car dynos at 178hp, he is looking to get it to 200hp NA. He currently has a fully ported and polish AEBS manifold. Most numbers I have seen with ITB is about 15-20hp after tuning the ECU. So my question is are they worth it?

He has a price of $1500.00 for new TWM.

Thank You for your replies.

With proper tuning, ITB's can be worth it. If you're looking for big dyno numbers you may have better luck with some manifold setups. The ITB's will enhance the midrange and throttle response more than anything.
