Default matte titanium rim to gloss titanium

i picked up some 16" rota circuit 10's in powder gloss-white. had them scuffed and powdercoated a matte black and was supposed to have a red stripe like the group N. well they fucked up and i ended up w/ some matte 'dark grey' finish and the red lip is non existant.

the steps they took to get here are
1. scuff rims up (they were powder gloss-white)
2. powder matte black (dark dark grey)
3. pinstriper put red 1/8" lip on outer rim lip
4. clear powder coats x2, this made the red lip disappear.

what i WANT now is to get the red stripe repainted on and then was wondering if i took some semi gloss clear to the rim would i end up with a semi gloss rim? would the gloss clear not stick to the powder coating?

thx in advance.

what i'm looking for as an end result is the dark dark grey finish i have now.. only w/ the red stripe and then glossed over.
