turbocharge a b16 or b18?

It depends a lot of the tuning. And components of course.
But if same parts and same tuner, you can do the math yourself.
1.8 litres of course. Bigger dispalacement.

Lazy.
I might think the B16 would hold up better stock for stock. Oil squrters might give it an edge when it comes to the combustion chamber temps you'll see with a turbo motor. You could always boost the B18 until it grenades, then boost a B16 and tell us which one you like better.

Well define suitible. They certainly could use the oomph a bit more, that's for sure.
And they're cheaper, so if something goes wrong, you're not out a $1000 block.
