Default Taking of clearcoat off of polished lip????????????

I have a set of konig caffeins that I want to get rid of, but first I want to paint them and see what they look like. The clearcoat is coming off the polished lip and it really looks nasty. I took a scotch brite pad to them and cleaned them up a bit, but what can I use to take off the clear coat. I was thinking wet sanding them with a fine sandpaper, but wasn't sure. Hell maybe I should just take a strong paint stripper and just dump it on the whole rim and then repaint them.
Has anyone done this before? let me know

Ok I'll say it easier. Does anyone know of a good paint stripper?????
If I am going to paint my rims then I might as well take all the paint off and start from scratch
