at 1500 rpms car surges?

at 1500 rpms car surges?
like the title says; at 1500 rpms my car will buck real bad then take off. if i rev over 1500 rpms as im taking off the car will be pretty much normal. also if i hold the throttle to 1500 rpms when im in neutral the car will make mini revs.
ideas?
