Are blue turn signals illegal?

When undercar neons were hitting the roads, these reasons ^^^ were given to explain why certain colors were illegal.
Basically, for us civilians, we get three colors, and in certain locations:
White = headlights, front parking lights, and reverse lights ONLY
Amber = turn signals, side markers, & foglights
Red = Rear lights & blinkers ONLY
No blue anything, no flashing lights, nothing that will get you misidentified as an emergency vehicle. Ambulances, cop cars, fire trucks, etc etc, are the only vehicles allowed to have flashing lights.
As far as being so specific about red & white lights, they're like that so that other drivers could quickly identify which direction you're heading. It's like boat lights -- one glance at the lights on a boat at night can tell you whether it's coming towards you, to your side, or going away. Imagine, as an extreme example, if someone replaced their brake lights with white lights and applied their brakes in front of you on a dark highway. For an instant, you'd freak out, thinking that someone suddenly swerved into your lane and was headed right for you.

that would be a valid point except then amber and white under neons would be legal as the DOT allows for lights inbetween fender wells to be white or amber (running boards, mirror blinks, side markers etc).
The reason why under neons and almost ALL light changes are that these products have not passed controlled luminocity tests and the DOT cannot confirm saftey if it is too bright or not bright enough.
