Default Raising Idle, above Stock

ok let me start off by saying i did so a search,and didn't find what i needed. Ok now, how do i raise my idle to above stock, I tried turning the screw on the TB, but it would only go lower, when i tried to raise it, it wouldn't go any higher. Is the computer holding it back from going higher, or what is the problem? THanks for your help

i thought you had to short the service connector and adjust the idle...

i turned the screw out and in.. and it made little difference too...

my car idles around 700-1000 depending on the weather, driving conditions and accessories that are on.
