Replace the body panel and get a winter beater and store the civic. Winter snow and salt will just eat a car up.

I plan on coating the fender wells, the car was garaged before i bought it and it still has rust

tried por15 .. didnt work.. i think its similar to that "magic bullet" rust encapsulator... ... just cut it
