If looks don't matter, I think you can use the 94-97 headlights with the 98+ bumper.

you can fit then but youll have a big as gap.

98+headlights
98+front bumper
98+corner lights
98+corner light brackets and
98+bumper bracket (where bumper meets fender)

to answer the main question... yes you can fit a 98-01 bumer on a 94-97. why you ask... because the 94-01 chassis are all the same.
