Running 14" rims on an SI (winter set)
lol, dont diss, cant afford rims, i got the factory stellies on my 93si with falkens and it, my friend has enki 18 with nittos and his is a **** load faster when he puts the 14s with the "hercules" specials back on it. it should do fine and its a smart move to save the money, can't comment on the tire performance
on the 15in rim a 205/50/15 would also fit and sometimes they can be cheaper than 195/55/15. i have a 93 SI and i my steelies with winter tires. and i have si rims on 205/50/15 .
185/65-14 is the stock size for an EX, so it should be fine.
I personally run 195/60-14 with EX steelies on my Si for winter tires, and 205/50-15 with the Si wheels for summer tires.

wide tires end up acting like big skis.....you just go slidding everywhere.
IMO get whatever size is the cheapest (within reason). I always buy used winter tires so they are never the exact right size for my car.....I have never had any big issues.

In the winter I run 195.60.14 I belive on black steelies, I have NEVER become stuck in the snow Never. When I leave school theres a pretty steap hill I have to go up, last winter we had a few inches of snow and it hadent been plowed yet and this big *** pickup truck was in front of me going up hill 4 wheel drive btw, his *** got stuck I just went right around him and my car is lowered 2" btw.
Tires do help but the drivers skills come well before the tires in winter driving IMO.

I use 185/60/14 for winters, and I bought them from tire rack...I just didnt tell them what car I had because I knew they would call me on the size difference.
(I also use integra brakes with these 14" wheels, so they'll fit as long as the offset is right)
