Stickies at the top of the page have you covered.

You might try searching too.

Autozone and walmart should have everything you need.

I dont paint valve covers but I'd say you have the right idea.

As far as clear or primers.. Id start with a primer and probaly do a heavy clear.

a clear coat will make the paint more durable and shinier which seems to be what you are looking for

well sanding will take care of it.. you dont need it to be too smooth. rougher surface will give the paint a better platform.

sanding will work but you would do better with a can of stripper from home depot or lowes. less elbow grease and less possible damage to the cover.

best way is to get paint stripper and strip the wrinkle finish.
then prep the surface for primer by scuffing the valve cover and then cleaning it again and taping all stuff off that you dont want painted. then make sure the valve cover is warm, like sit it in the sun or a heat lamp. then do your high heat primer.

then do your base coat of white, like 3 coats will do.

Make sure you let the paint completly dry before you tape it up to paint the Red.

then take the tape off and do like 3 clear coats.

you might get some orange peel so you might want to color sand

good luck
