high rpm

high rpm
i have a ls in my eg and when i drive it for awhile den turn it off for awhile like 1 hour..den start it back up the rpm is at 3..i dont understand why it is so high when i dont drive it for awhile and start it back up and the whether is hot to...can someone tell me the problem...

1st:THEN: T-H-E-N, its not that hard
2nd:wrong forum, this is for crx and civics BEFOR 92, and EG is 93-96
3rd: my car does that too. its to get the motor to operating temp
